What is NIJ Certification?
The National Institute of Justice (NIJ) sets the North American standard for ballistic and stab-resistant body armor. An NIJ rating tells you exactly what threats a panel or plate has been independently tested against — not just what a manufacturer claims.
Level IIIA — Soft Armor for Handgun Threats
Level IIIA is the highest level of soft body armor, designed to stop most handgun rounds up to .44 Magnum. It's flexible, concealable, and comfortable enough for all-day wear, making it the standard choice for plainclothes officers, security personnel, and civilians who need discreet protection.
Many IIIA panels, like those from Tatou Armor, also add HG2 stab and edge-weapon protection — a critical feature for corrections officers who face different threats than patrol units.
Level III — Rifle Protection, Standard Threats
Level III is where you move into hard armor plates, typically steel or polyethylene, rated to stop rifle rounds like 7.62x51mm (standard NATO ball ammunition). These plates are heavier than soft armor but essential for any scenario where rifle fire is a realistic threat.
Level IV — Maximum Rifle Protection
Level IV is the highest rating available, tested against armor-piercing rifle rounds. Ceramic composite plates are the most common construction at this level, offering the best weight-to-protection ratio. If your operational threat assessment includes AP ammunition, Level IV is non-negotiable.
Choosing Between Soft and Hard Armor
The right choice depends entirely on your threat profile:
- Concealable, everyday risk: IIIA soft armor
- Uniformed patrol, moderate rifle risk: Level III plates in a plate carrier
- High-threat tactical operations: Level IV plates, often combined with side armor for full torso coverage
